Verification request gets stuck at spinner when syncing for the first time

### Steps to reproduce

1. Have a large account
2. Set up a sliding sync proxy for the first time
3. Log in to the app
4. When prompted, try to begin verification
5. Accept on another client
6. SPINNERS EVERYWHERE

### Outcome

#### What did you expect?

The app should not suggest to verify until it knows the sync will work, or establish a secondary sync loop to speed up verification specifically.

#### What happened instead?

Prompted to verify from Element X, which won't work until the sync proxy gets the first sync done
