Clicking on a mxid opens a matrix.to link in a browser (rather than just handling it in app).

1. Type a mxid in the composer and submit it to the timeline
2. Click it
3. The matrix.to link opens in the default browser

- Just to do the most sensible thing in app:
- If I have a dm, open it
- If I don't, offer to start one

#### What happened instead?
- Matrix.to link and its associated behaviours
