Description

### Steps to reproduce

1. after a client upgrade I cannot get my web or macos desktop client verified. I use the Verification Request using another client (my phone) -> I scan the QR code or use emoji test. Both are "successful" and i get the "end to end messges are encrypted ..." message with a big green checkmark.
2. Verification is successful, but the "Verify This Device" popup stays, and the little red icon next to my messages stays saying "encrypted by a device not verified by it's owner"
3. I have tried updating to current, using the desktop app (macos), updating chrome, removing cache and restarting, everything I could think of. I asked an AI to assist with troubleshooting with no luck.

### Outcome

I expected to be able to verify my web client.

It "verified" but didnt actually work.
