Room sometimes shows call icon even when there are no participants

### Steps to reproduce

1. Start element
2. See that a call is seemingly active
3. Join it
4. Nobody is in the call

This happens rarely for me, but more commonly for some of my users. We haven't found a way to reliably reproduce it, and therefore we do not have any logs on hand right now.

#### What did you expect?
I expect for it to not show the green camera icon next to the room title
#### What happened instead?
It is shown when no one is in the call
