Presence indicator tooltips not functioning in right panel

### Steps to reproduce

OnHover on Presence indicators, we should see a tooltip that supplements the presence indicator with text for defining what it refers to

Problem: In the right panel, OnHover on presence indicators do not show tooltips

### Outcome

#### What did you expect?
To see tooltips for presence everywhere in the app
#### What happened instead?
It doesn't show up in the right panel
