Desktop Notifications for Win10 are not showing

### Steps to reproduce

1. Fresh Install Element.io Desktop App for Win
2. Start a new Chat and Send Msg

### Outcome

#### What did you expect?
I expected a popup with the incoming message to appear at the recipient. System tray icon should be marked with red dot.

#### What happened instead?
No popup appeared. Just the red dot at the system tray icon.
