Description

### Steps to reproduce

1. Where are you starting? What can you see?
After being stuck in the "encryption upgrade loop" and the "crosssigning loop" for some time I exported my keys and reset my encryption and crossigning and started from scratch and set up my 6 devices.
2. What do you click?
The appropriate interface options.

### Outcome

#### What did you expect?
Everything worked and correctly except 2 messages which ende up withput keys. I can live with that.
#### What happened instead?
But again I got stuck with 2 windows that would not go away.
1. On Element-desktop "New sign-in. Was that you?" - I clicked yes on one of my other devices. Now the message is stuck on one device and I cannot click "yes" anymore. Nothing happens. The window is unresponsive.
2. On Element-web "Use another device to load encrypted messages" - I can click to request keys but nothing happens - keys are lost. The window is responsive but useless.

It would be nice if both windows would just go away. No. 1 is definitely a bug. No. 2 is just annoying.
