Description

### Steps to reproduce

1. Where are you starting? What can you see?
2. What do you click?
3. More steps…

This is for a new install of Element Desktop on Windows 10 Home. There is no anti virus installed other than windows defender which i have tried disabling. I have tried the 64, 32 bit, and nightly installers.

It immediatly fails with a popup message "Installation has failed - unable to write c:\ProgramData\lilp - IT Policies may be restricting access to this folder"

This is not nor has ever been a corporate PC, it is not, nor never has been on a domain.

I tried to navigate to lilpy and it doesn't exist, so i created it, the error then said it could not write to c:\ProgramData\lilp\SquirrelTemp, so i created that dir. After doing that then it failed with an error message along the lines of "installation has failed - could not extract installer"

I saw no errors in windows event viewer under Application, Security, Setup, System, or Forwarded Events.
