Description
### Steps to reproduce
As a user getting many messages
I would like to disable the notification sound of Element Desktop
In order to have more quiet work
**First attempt: Windows system notification sound settings**

Disabling the system notification sound setting doesn't change anything, the sound is still there
**Second attempt: Windows system notification settings**
Disabling the system notifications altogether at the top also doesn't change anything, the notification center stops showing the notifications, but the sound is still there
**Third attempt: Individual notification settings in Element Desktop**
Go to Settings -> Notifications -> Play a sound for

Even though all checkboxes are disabled, the sound is still playing
**Fourth attempt: Disable the global Element setting**

Disabling the switch for Notification Sounds in this session finally disables the sounds
### Outcome
#### What did you expect?
On Windows, notification sounds should be controlled in the Windows notification settings.
#### What happened instead?
Element Desktop tries to invent its own solution - confuses and fails.
The flipside is also that with the global switch inside the Element Desktop app disabled but Windows notification sound settings being enabled, there are still no sounds for the Windows notifications, which equally confuses.
