Search dialog character issues

### Steps to reproduce

1. Open the search dialog
2. Type special characters in the search input in between a valid room name (“$”, “#”, “@”, “’”, ‘”’, ... )
3. Notice they are ignored (intentional?)
4. Open up dev tools console and type a "%" character in the search dialog

### Outcome

Console error appears (Failed to parse permalink URIError: malformed URI sequence
