Stuck "key storage out of sync" toast

### Steps to reproduce

When I reset my recovery key on my phone, my PC got out of sync.

There is a pop-up on the top left with 2 options:
I tried the "Enter a recovery key" option and the message remained.
I tried the "Forgot recovery key?" option and the message remained.

In a follow-up screen, after going through the steps of each option it says:
"Your key storage is out of sync. Click one of the buttons below to fix the problem."
It doesn't seem to fix. What can I do the fix this?
