Audio voice settings not taking/changing (audio output)

### Steps to reproduce

Using Element v1.12.7 under windows.
When placing call (legacy or element), the audio output (Settings:Voice & Video) selection option no longer applies changes. I have two different usb headsets (jabra pro & plantronics). Both show up as USB Devices (e.g. 0b0e:1041) in the selection box but when selecting them audio is not re-directed. (for example audio output comes from the main speakers only and does not switch to headset) likewise audio input (microphone) does not switch, it only takes the microphone of the first device.

This is relatively a 'new' issue (I.e. was working back in early November 2025 but I did not record what version that was and when updated it no longer switches).

Don't know if it's related to #17624 or #20787 As both of those are older issues which pre-date november in my case.

### Outcome

#### What did you expect?
When using the pull down selection menu in the voice settings section to effect the change of input/output to the desired device.

#### What happened instead?
No changes happened, no effect at all in changing input or output.
