In session verification flow, "Use recovery key" button does nothing

### Steps to reproduce

1. Open element desktop.
2. A banner shows with the message: "Verify this session. Other users may not trust it"
3. click "Verify:
4. Three buttons are presented: "Use another device", "Use recovery key", "Can't confirm?"
5. click "Use recovery key"

A text field should be presented allowing me to enter my recovery key
