[Story] Reintroduce the People meta space

**TLDR: Given the feedback from the community following the release of the new room list on web, we'd like to reintroduce the People meta-space.**

### Acceptance criteria
- [ ] There should be a meta-space icon in the side bar that shows all the users People chats/DMs (1:1 chats)
- [ ] For now Notifications, badges and counters on the meta-space will follow the same logic as the other spaces/meta-spaces however this will change in the future so the sidebar has clear notifications and little duplication of counts.
- [ ] Remove the People and Rooms filter in the space

- People metaspace should not be toggleable

### Notes

**Point 1: Filters**
In the future, there should be no filters viewable from this list as the space will be sorted by unreads and then notifications will be easier to triage. If the user wishes to filter this list, they may use the Home/all chats view. This may be a temporary decision, we want to be bold and remove the option for now in order to receive feedback and learn. This data will inform several future decisions. this was changed in figma
- Possible enhancement for later: The order of rooms should follow the 'Unreads logic' (Invites, Calls, Mentions, Counters, Activity, None, Low Priority, Mute). We are handling this part of the task internally as it will need some rapid iteration.

**Point 2: Favourites**
We will not be introducing the Favourites meta-space at this time because this should be a section on the room list. Sections are Coming Soon™️
