Move audio recording button out of “More options” menu

#### What would you like to do?
At the moment, sending a voice message in Element Web and Desktop requires opening the “More options” menu and then selecting the microphone. This adds unnecessary steps for a feature that is often used in quick, conversational contexts. A more user-friendly approach would be to move the voice recording button directly next to the message input field.

#### Why would you like to do it?
File attachments are already supported by drag-and-drop and copy-paste, so the directly accessible button is not essential, while voice recording currently lacks a fast access point. In mobile apps, the voice recording button is already placed right next to the input field, which makes recording fast and intuitive. Aligning the Web and Desktop experience with the mobile one would create consistency.

#### How would you like to achieve it?
This is likely a low-effort UI change: essentially swapping the placement of two existing buttons.
