Room settings page lacks information on room owners

To get complete information on which users have which privileges in a room.

By having room owners displayed in Room Settings — Roles & Permissions.

### Additional context

Room owners are currently marked as such in the "People" sidebar, but not in the room settings. (This can result in e.g. "No users have specific privileges in this room" when no users are privileged through `m.room.power_levels`, despite the existence of permanently-privileged creators.) This seems like an oversight. (Adding this would probably require some degree of design considerations to make it reasonably user-intuitive, but I think it's better than the lack of such information.)
