Element Call state persists after call ends

### Steps to reproduce

1. I am in a room where a in-app call took place.
2. I do not have permissions to start a call.
3. The call has "ended" (no members in the call)

### Outcome

#### What did you expect?

The 🎥 call icon would disappear from the room list.

The "🎥 Join" call button would go away

#### What happened instead?

I still see the call icons, and the Join call button is visible. Interestingly it's also greyed out, the tooltip says "You do not have permission to start the call"
