"You can't see earlier messages" in a room I have been in for ages

### Steps to reproduce

1. Enter the "[This Week in Matrix (TWIM)](https://matrix.to/#/#twim:matrix.org)" room.
2. This room is not encrypted and I have been a member for a long time.
3. Note I can't see many messages, not even a "Room started" message.
4. Note a box saying "You can't see earlier messages".

I expected to be able to see past messages

I was unable to see past messages
