Description
### Steps to reproduce
1. Close the tab/app.
2. Have someone join/part a room you are in.
3. Open element-web.
### Outcome
#### What did you expect?
I have no rooms highlighted as having a notification.
#### What happened instead?
The room is highlighted as having a notification.
#### Notes
If the app is left open these don't appear as unread. Notably if you wait for the join and part event you will have no unread messages. Then you reload and have them.
