Users of a same "rank" in the user list are ordered randomly instead of alphabetically

### Steps to reproduce

Users are ordered randomly in the userlist.
Administrators and moderators are at the top as expected, and offline users are at the bottom, but within the same "rank" users are just kind of scrambled in a random order instead of being in alphabetical order.
That order also regularly (when someone logs on/off and the userlist updates, maybe?) updates into different random orders. Here's how the 10 first users are ordered, in the user list of the same channel at few minutes interval - the top 2 users being admins:
