Downloading debug logs doesn't work

### Steps to reproduce

1. Feedback » debug logs » Download logs » click
2. "Collecting logs"
3. "Downloading logs"
4. nothing in downloads, no download popup, nothing.
5. Changes back do "Download logs"

### Outcome

#### What did you expect?
"Downloading logs" opening a download popup, asking where to save the file.

#### What happened instead?
- Nothing at all.
- No failed network request
- Console may have said
- Sending bug report.
- rageshake: reached size limit while processing instance 3/3 (instance-VS3LzyUO2zoP2072), with 104945622 bytes of logs: will drop further instances
