Self calls don't work with EC

### Steps to reproduce

1. Go to a room with just you in it
2. Try to hit the video call button, so you can demo a video conference between multiple of your own devices
3. Discover it's greyed out.
4. On EX it works though.

### Outcome

#### What did you expect?

Be able to start a conference if you're the only person present - just like you can on the EC SPA and every other platform.

#### What happened instead?

Arbitrarily get told you can't start a video call in a room which is just you.
