Notifications about new logins on my account missing.

### Steps to reproduce

1. I just logged in three times on EXA (the first two likely didn't get as far as setting up E2EE, due to https://github.com/element-hq/element-x-android/issues/3534)
2. ED didn't show "New login. was this you?" popups for any of them.
3. Until I checked in Settings, i had no idea that i'd left two unverified devices on my account...

#### What did you expect?

New logins (especially from unverified devices!) should warn & notify you with popups.

#### What happened instead?

Popup missing.
