Description

### Steps to reproduce

1. Sign up with GitHub.
2. Go to settings -> account
3. Try to set a new password, you don't have a password
4. Element will prevent you from entering a empty password, even if you don't have one

### Outcome

#### What did you expect?
I was expecting it to say "oh, this user logged in with github, let them choose a password" and let me choose a password
#### What happened instead?
It asked for a nonexistent password
