Description
1. Join an encrypted room
2. In scrollback, observe a thread whose most recent message was sent before you joined.
3. Observe that it is reported as "Unable to decrypt" rather than "You don't have access":
This should have been handled as part of https://github.com/element-hq/element-meta/issues/2317 but I guess we missed it.
