Following a permalink to a threaded message fails to jump to the message unless you've previously had the message in view

### Steps to reproduce

1. Copy a permalink to a threaded message
2. Restart Element Desktop (but the bug is also known to occur in Element Web)
3. Do `/goto PERMALINK_URL`

### Outcome

#### What did you expect?

The client switches to the room, opens the thread and navigates to / highlights the target message.

#### What happened instead?

The client switches to the room with an empty timeline and a "Failed to load timeline position" modal.
