Prompt to set up E2EE on new account didn't happen as expected with OIDC

### Steps to reproduce

1. Set up a new account on the OIDC lab (dunno if OIDC is relevant)
2. Logged in on pr12370--matrix-react-sdk.netlify.app
3. Tried to DM `@matthew:matrix.org`
4. Got prompted to enter my recovery key/passphrase.

However, this is a brand new account, and I hadn't set it up yet, and there was no way to do so other than hit the reset button.

#### What did you expect?

Get prompted to set up 4S the first time you use E2EE

#### What happened instead?

Got prompted to enter existing 4S creds the first time i used E2EE, which was very confusing.
