Stale, stuck, typing notifications

### Steps to reproduce

1. Switch to a room where the user hasn't been speaking for hours (potentially after having slept your laptop?)
2. Stare at an infinite typing notification, e.g:

3. The typing notif never goes away, but checking out of band confirms the user hasn't been typing recently
4. Switching room and back again doesn't unstick it.

It's as if sleeping the laptop (or interrupting connectivity?) while a user is typing means that them stopping typing no longer gets picked up by the app.

This is a regression in the last few weeks(?), i think. I've been getting it fairly reliably.
