Specifically, https://github.com/element-hq/element-web/blob/develop/CONTRIBUTING.md#private-sign-off says:
> If you would like to provide your legal name privately to the Matrix.org Foundation
... but this codebase is managed by Element. (I think? At least, it's in the element-hq github org.) Why would I need to provide my legal name to the Matrix Foundation?
