Can't view timestamp tooltips in some rooms history

### Steps to reproduce

1. View the scrollback of a room, such as TWIM around 2023-11-07 17:00 UTC. I can **not** repro in all rooms.
2. notice the stream ordering 
3. Hover your mouse on the message timestamp to try and see if the new timestamp tooltip feature indicating late arrivals is show

### Outcome

#### What did you expect?
see the tooltip, whether with or without late arrival info
#### What happened instead?
the tooltip appears for a split second, then disappears, making it impossible to read.
it works for the messages at the bottom of the timeline of the current room.
