New notification settings (Beta) are confusing

Rework form in the notification settings

#### Why would you like to do it?

The form is not clear, and confusing.
1. Hints such as `This setting will be applied to default to all your rooms.` are formatted like higher level section headings (compared `I want to be notified for (Default Settings)`), although they are just hints as part of a certain point in the list of settings. This way, my brain wants me to think that e.g. `Applied by default to all rooms on all devices` applies to `Play a sound for` and `Other things we think you might be interested in`, although it makes no sense.
2. `Other things we think you might be interested in`. Due to the section like character of `Applied by default to all rooms on all devices` and the order, it is suggested that this applies to sound settings, which I guess is not intended?
3. `New room activity` would be applicable to literally anything in the room, including `upgrades` and `status messages`, since everything which happens in a room is new room activity.
4. Will sound be played for things like `Invited to a room`? Can I get sound for `All messages`? Perhaps that's implied for enabling sound generally (`Enable audible notifications for this session`), is it? Is `Play a sound for` a opt-in or opt-out?

#### How would you like to achieve it?

1. Swap the formatting between the hints and the settings description
2. Swap `Play a sound for ` and `Other things we think you might be interested in`, if my guess is correct
3. Formulate it differently, e.g. by saying that it will apply to all other types of events (with respect to room activity), and provide examples or a complete list if there aren't too many

Tbh, I don't understand the settings enough to make more suggestions.
