Enabling new notifications beta caused all notifications to stop happening

### Steps to reproduce

1. Join the notifications beta
2. Click "Update" button to change push rules
3. All future mentions disappear, minimal chance of success

#### What did you expect?

Notifications to be stable.

#### What happened instead?

At-room mentions *at best* turned into a grey badge on the room, but usually just marked the room as unread (dot). DMs didn't result in a badge at all. Appears to have been limited to encrypted rooms only.

For reference, nearly all of my non-DM rooms are set to "Mentions Only" immediately after I join them. The default settings for my account are slightly weird, but not impossible through the UI.
