Description
### Steps to reproduce
1. Use Element for some time
2. Go to `#heisenbridge:vi.fi` yesterday (a public room without encryption)
### Outcome
#### What did you expect?
I should continue being able to see most of the room history.
#### What happened instead?
Most of the room history is now unavailable.

- Notably, unlike other filed issues on similar problems, this room is *not* encrypted.
- If I click on a link leading to an older event in history, Element does show the old history, however then I cannot scroll to the bottom of the room to see the latest history.
- The "Clear cache and reload" button had no effect.
- The history does load fine from a matrix.org account.
- The history also loads fine from a different client (nheko).
- One other user in the channel reported having the same problem, so it does not seem to be unique to me.
