Changing audio output from settings (not in call) has no effect

Steps to reproduce
open element-web. Go to audio settings and change the audio output device. Then call someone 1:1. The default device from your system will be activated, not the one you selected in the audio output dropdown.

### Outcome

What happened?
When i’m trying to change audio settings an element application, the changes won’t apply and always the default device is active. But when I change the audio settings in the settings window on running stream, then these settings are applied even for the next stream.
