"Unable to decrypt message" for the message that contains video after restarting Element

### Steps to reproduce

I was in a 1:1 chat, and everything was fine, then a video file was sent to me, I saw the preview, but did not playback it. A message right after the video was "Unable to decrypt message", so I saw all messages but one (one that followed the message with a video). Sometimes restarting Element helps it to "recover" its state and display certain messages, so I just closed Element and then opened it back again.

Once opened, the message that was not shown due to "Unable to decrypt message" was visible, but the message right before it (with video) became "Unable to decrypt message"... Pressing "Resend keys" button does not help, countless restarts of Element also did not help unfortunately. The other person is online and we continue chatting, but that message remains "Unable to decrypt message" 🙁
