Having started verification in a DM, an invite to a new DM was created

### Steps to reproduce

1. Start in a DM with @andybalaam
2. Both of us (in some order) click verify in the side bar
3. My verification request ends up with andy, who accepts and we complete verification
4. However, i also get a invite to a new room, i think from Andy's request, at which point all the UI popups around "new verification request" pops up inline in the room and in the top left.
