When rejoining after being remote kicked, Element greyed out the message composer

### Steps to reproduce

This is not a reliable reproducer, it only happened once and I was not able to reproduce it afterwards.

1. User A on m.org creates a room, has PL 100
2. User B on ergaster.org joins the room, has PL 0
3. User A kicks user B
4. User B clicks on Element's "Re-join" button when informed they have been kicked
5. User B re-joins the room, can send reactions, but cannot send messages (the compose is greyed out as if user B had PL -1)

### Outcome

#### What did you expect?

I would have expected to be able to send messages

#### What happened instead?

I was not able to send messages. When user A changed the PL of user B to PL 1, user B was able to send messages again. When changing it back to PL 0 user B was still able to send messages.
