Description

### Steps to reproduce

1. Open the notification panel
1. Reload the page
1. Notice how the notification panel is blank (empty state, "You're all caught up")
- There is also a related problem where new mentions won't show up once you get the empty state -> https://github.com/vector-im/element-web/issues/24614
1. Switching rooms or closing the panel and reloading the page will fix the problem

Notification panel shows content regardless of whether you had it opened or not on page-load

#### What happened instead?

Notification panel is blank (empty state, "You're all caught up")
