Research direction

Reproduce the issue in a browser session that cannot obtain desktop-notification permission, then trace the desktop and audible notification settings from the Element web client. Done means a failed desktop-notification enable attempt leaves audible notifications unchanged and reports an error; the issue names no files or tests to start from.
