Smart app banner is not shown when visiting a room directly

### Steps to reproduce

1. Visit https://app.gitter.im/#/room/#gitter_gitter:gitter.im on a mobile web device
1. Get greeted with an ugly web experience because https://github.com/vector-im/element-web/issues/14962
1. Also notice that no smart app banner is shown so you're stuck

#### What happened instead?

I'm stuck with a bad experience with no way to save myself even if I wanted to get an app.
