Make copy and visual changes to the Quick Notifications options in a room

We need to provide users with a quick way to update their notification settings from the room list. We already have this functionality today - it needs to be updated to:
- Match the new settings screen (see Epic #24291)
- Have clearer copy so that users understand what they're selecting
- Be visually consistent and clear

This change should not be shipped before the updates to the Global settings screen (as part of the epic) as the options only really make sense to users once those have been updated.

Once updated the setting for the room, the icon visible in the room list should match the setting.
