Group live location sharing makes app unusable

### Steps to reproduce

1. In a unencrypted public room chat of 10
2. Each of the 10 members begins a live share at a update interval of every ~5 seconds
3. I click on the timeline map to view everyone's dot moving around.
4. I click out of the map and check another chat
5. I come back to the unencrypted public group chat of 10 to check up on everyones location after ~5 minutes

### Outcome

#### What did you expect?
I expect to view everyone's location on the map as they move around

#### What happened instead?
The timeline does not load and only shows a jittering spinner. Until the all live location shares have ended, the room is completely disabled for element clients (web + desktop) that are rendering live locations in the timeline. I have to close and restart to even change rooms. The app becomes completely unusable if I click into the room.

This happens in both encrypted and unencrypted rooms.
