Audio device popup list cuts off and doesn't scroll and doesn't show in fullscreen

### Steps to reproduce

1. Start a voice call
2. Click the arrow on the audio device button to show the list, allowing the selection of a different device
3. If you have enough devices, the list will be too long and won't all be visible, and it doesn't scroll (note that obviously if you have a small number of devices and/or a large window, this won't be seen, so to replicate you should have several devices and use a smaller window)
4. In order to try to work around this, expand the call window to full-screen to allow more space for the list
5. Click again on the arrow, at which point nothing happens
6. Press escape to leave fullscreen, which will then make the larger list visible, as it appears to not show over the call screen when it's full screen but at least does open with a larger size and stays open, otherwise it would be impossible to change devices.

### Outcome

#### What did you expect?
I expected the list to scroll so I could see and select all of the devices. I also expected it to be wider to see all, or at least more, of the devices' names. And I expected that when I clicked the arrow to show the list while in full-screen mode, it would show.

#### What happened instead?
See above.

I _may_ submit logs later, but I have to wait until I can get in a voice call to reproduce it, then I need to check the logs for identifying information, and since this should be easily reproducible (both my friend and I experienced it) logs shouldn't be necessary. If they're needed, let me know.
