Emoji picker keeps jumping and resetting the scroll backwards

### Steps to reproduce

1. Open the emoji reaction menu
1. Scroll down a little bit at a time (just scroll wheel) looking for something appropriate
1. Notice how you're not making any progress and seeing the same emoji over and over because the scroll is being reset back every so often. If you scroll fast enough, you can make progress downwards but still run into the scroll jumps

Able to scroll the emoji reaction list seamlessly

#### What happened instead?

Notice how I keep seeing the same emoji over and over and you can see the scrollbar physically jump back
