Local echo on room read state has gone missing (read receipt sending)

### Steps to reproduce

1. Have a very sad homeserver
2. Have multiple rooms marked as "unread"
3. Click into the room - it should normally be marked as "read" immediately.

### Outcome

#### What did you expect?

The room to be marked as read.

#### What happened instead?

It stayed as unread (in my case, a mentions only room without mentions).

This started happening today, so yesterday's nightly is unaffected.
