element-web does not completely load in a background tab

### Steps to reproduce

The problem usually happens when updating to a newer version on `develop.element.io`.

- Log in on `develop.element.io`
- Wait for an update notification to appear
- Press Update and immediately switch to another tab

(might work on the initial load too, not sure)

### Outcome

#### What did you expect?

`element-web` should load to a state in which it can display the correct unread count in the tab icon.

#### What happened instead?

There's no unread count in the tab icon. When I switch to the `element-web` tab, the room list seems not loaded. After a second or two the room list appears and the notification count appears too.
