Display recently forwarded rooms in Forward dialog

### Your use case

#### What would you like to do?
Access rooms I've already forwarded to more quickly from Forward dialog.

#### Why would you like to do it?
I tend to forward events to the same few rooms, and have to search for them every time on the forward dialog.

#### How would you like to achieve it?
List rooms that you've already forwarded events to in a "Recently Forwarded" section of the Forward dialog, similar to how the spotlight search box shows recent searches.

### Have you considered any alternatives?

Currently I always have to either search for the room or hope it's at the top of the list from getting recent messages. I've also suggested adding a spaces filter to the forward dialog in #22834
