Message action bar / sent indicator icon interaction is weird

Follow steps in https://github.com/vector-im/element-web/issues/22912 to get an unsent message

### Outcome

#### What did you expect?

To interact with the red '!' icon somehow to retry or cancel my message (the blank space in place of a retry button in that screenshot is filed as https://github.com/vector-im/element-web/issues/22912).

#### What happened instead?

On hovering over the '!' icon, the tooltip appears awkwardly over the message action bar, covering a chunk of it. Also, if my cursor leaves the message area when trying to get to the action bar, it goes away again (actually this is similarly a problem on short messages when the action bar is all the way to to the right).
