Description

### Steps to reproduce

1. Use Element a whole morning working. You get a call. You keep on working
2. Shut down work laptop.
3. Homeserver dies.
4. Open personal laptop.
5. Open element. Can't connect to dead homeserver.
6. Use laptop to resurrect homeserver.
7. Wait.
8. Element syncs messages.

### Outcome

#### What did you expect?

Messages synced. Including those that say that this morning I had a call.

#### What happened instead?

Element started ringing. Like if I were getting the call right now. But nobody was calling me.

FTR this happened to me also in the Android app, after having the phone turned off for a long time (a long time when there was a call in another device).

Yes
