Improve UI/UX of Room Settings -> Roles & Permissions

### Your use case

Strongly related to #11597 which proposes a way to sort users by role (power level).

#### What would you like to do?

Improve the permissions section which currently looks like this:

- The description should use a larger font size so you can read it easier.
- The order of roles should be fixed. I just changed the PL required for widgets and the list reordered itself!
- The list should be searchable
- Ability to sort by role, alphabet, etc. Another view is also proposed in #11597
- Add input field to add a custom PL
- Advise what the default for each permissionis

#### How would you like to achieve it?
- Maybe move to a more table-like structure?
- Add search field
